Welsh Corgi

How to get my Welsh Corgi back inside?
My husband and I recently purchased a Welsh Corgi who is almost a year old. He has been mistreated in someway, since he is very timid and afraid of my husband. However, we have now had him over a week, and when he goes outside, I cannot call him back in. He just ignores me totally, and may even run from me when I go to get him. He does not seem interested in treats, so what can I do? I am very desperate, as I just can’t keep chasing him numerous times throughout the day.
Put him on a long line (a snap from the hardware store tied to a length of clothesline works well and is inexpensive) when you let him out until he has a more reliable recall. With some fearful dogs that can take a while to teach since they don’t want to come to a human. Give your recall command and if he doesn’t come, reel him in- don’t repeat the command. Give a treat and praise when he reaches you. Never chase him or punish him for not coming, as that will make him want to come to you even less than he already does. When he’s coming to you 100% of the time when on the long line, you can let him off.
